Todd Reeves joined Overbrook School for the Blind in 2017 after serving for a decade as Executive Director and Superintendent of the Western Pennsylvania School for Blind Children. He previously led the Washington School for the Deaf, where his data-driven approach helped improve student safety, strengthen school culture and restore public confidence.

Originally from Eugene, Oregon, Todd earned a bachelor’s degree in communication disorders from Pacific University and a master’s degree in deaf education and clinical audiology from Lamar University. He began his career as a speech-language pathologist and teacher at the Washington School for the Deaf before earning a Juris Doctor and educational administration certificate from the University of Washington.

Todd has held leadership positions in special education across Oregon and Washington, including serving as Director of Special Education for Tacoma Public Schools. In that role, he reduced litigation costs by more than 80 percent while expanding programs serving thousands of students.

At OSB, Todd oversees educational programs serving children from infancy through young adulthood, both on campus and in public schools. He also leads the school’s operations, finance, development, facilities and human resources functions.

An avid hiker and climber, Todd once marked White Cane Safety Day by summiting Mount Kilimanjaro with an OSB sign at the peak.

Beth Ramella, Ed.D.

Superintendent & CVI Specialist

Dr. Beth Ramella serves as Superintendent and CVI Specialist at Overbrook School for the Blind. She leads with a steadfast commitment to ensuring that every student has access to meaningful, individualized learning opportunities.

With more than two decades of experience in special education as a Teacher of Students with Visual Impairments and Certified Orientation and Mobility Specialist, Dr. Ramella has dedicated her career to advancing educational equity for students with complex needs, including those with brain-based visual impairments such as Cerebral/Cortical Visual Impairment.

Her leadership is grounded in collaboration, innovation and a deep belief in the potential of every child. Before joining OSB, Dr. Ramella spent 24 years at the Western Pennsylvania School for Blind Children, serving in several leadership roles. She has guided multidisciplinary teams of educators and therapists and partnered with ophthalmologists to develop programs addressing students’ academic, functional, social and medical needs.

Dr. Ramella also works closely with caregivers to strengthen home-school partnerships and extend support beyond the classroom. She has played a central role in initiatives such as OSB’s Rosenblatt Family CVI Center, which provides families with assessments, coaching, resources and practical strategies related to CVI and additional disabilities.

Dr. Ramella earned her Doctor of Education in Educational Leadership and continues to contribute to the field through research, mentorship and program development. Her work reflects a lifelong commitment to dismantling barriers, empowering families and expanding opportunities for students with visual impairments and complex learning needs.

Frank Wellock

Chief Financial Officer

Frank Wellock became the Chief Financial Officer of Overbrook School for the Blind in April 2026 and oversees the Business Office, Facilities, Food Service and Security Teams providing support to the Educational, Therapeutic and Support Staff to optimize the students’ learning experience.

Frank originally comes from the Philadelphia area and graduated with a BS Degree in Accounting from Saint Joseph’s University and a MS in Taxation from Philadelphia College of Textile & Science. Frank is a CPA and member of both the PICPA and AICPA.

Frank has held various leadership roles with Berger Brothers Co. and The Center for Autism. He has provided various Company’s he’s worked for and clients financial advisory and due diligence work optimizing the value of the Companies as they were led through the Sale Process. He recently worked the past 8 years as an outsourced CFO for CLA the ninth largest CPA firm in the country. Frank lives in Chalfont with his wife, three sons and their silver labrador retriever.

Pamela Vasserman, MBA, MS, CAP

Director of Development and Communications

Pamela Vasserman is a nationally recognized fundraising and communications leader with more than two decades of experience building high-performing advancement operations and delivering record-breaking results.

As Director of Development and Communications at Overbrook School for the Blind, Pamela sets the strategic vision for the school’s philanthropic, marketing and public relations initiatives, helping position OSB as a leader in education for students with visual impairments.

Since joining OSB, Pamela has expanded the Development and Communications team, advanced the multimillion-dollar Taking Flight Campaign, established new donor societies and communications platforms and strengthened relationships with government officials at the local, state and federal levels. Her integrated approach combines major-gift strategy, public-sector partnerships and digital storytelling to increase awareness of OSB’s mission and programs.

Previously, Pamela managed major-gift portfolios at Temple University, where she secured support for capital projects, scholarships and academic programs. At St. Hubert Catholic High School for Girls, she revitalized the advancement program, developed a robust alumni engagement strategy and secured multiple seven-figure gifts, including the largest contributions in the school’s history.

Pamela holds a Master of Business Administration in Marketing and Analytics from Temple University, a Master’s degree in Public Policy from Drexel University and a Bachelor’s degree in Political Science from Temple University.

She is also a licensed real estate agent in Pennsylvania and New Jersey and an advocate for inclusive innovation and community partnerships.

Christopher Seeds, AAS

Director of Facilities

Chris Seeds serves as the Director of Facilities at Overbrook School for the Blind (OSB), where he has dedicated the past decade to maintaining a safe, accessible, and high-functioning environment for students, faculty, and staff. In this role, Chris participates in overseeing campus operations, infrastructure maintenance, capital improvements, and facility planning. He plays an integral role in preserving OSB’s historic campus while modernizing building systems and infrastructure to meet the specialized needs of students with visual impairments.

Chris holds multiple trade licenses and professional certifications, including a Philadelphia Boiler Engineer’s “A” License. His combination of technical expertise, field experience, and facilities management experience enables him to effectively oversee complex building systems, construction projects, contractors, and regulatory requirements.

Prior to joining Overbrook School for the Blind, Chris spent 17 years as a Project Manager and Onsite Supervisor for a leading mechanical contractor, where he specialized in large-scale and complex mechanical systems, HVAC upgrades, infrastructure improvements, and structural modifications for government and institutional facilities. His extensive hands-on experience managing contractor teams, coordinating complex projects, and navigating public-sector requirements provided a strong foundation for his transition into institutional facilities management at OSB.

Today, Chris brings more than 25 years of combined construction, mechanical, and facilities management experience to his role at Overbrook School for the Blind, with a focus on safety, accessibility, reliability, and the continued improvement of the campus environment.

Renee Crosby, MSN, RN, CRNP

Director of Health Services

Before joining Overbrook School for the Blind, Renee Crosby served as Director of Nursing Services at the Western Pennsylvania School for Blind Children, where she oversaw care for medically complex students in a residential program. Her leadership focused on coordinated, compassionate care and strong relationships among students, families and staff.

A Pittsburgh native, Renee earned both her bachelor’s and master’s degrees in nursing from Carlow University and holds a Pennsylvania School Nurse Certificate. Her career has included inpatient, outpatient and procedural care in hospital and school settings, as well as leadership in community health, wellness education and crisis response.

Renee is deeply involved in community service. She serves on the UPMC School Nurse Advisory Group and UPMC Mercy Board of Trustees and has also contributed as a youth mentor, foster parent and church health coordinator.

At OSB, Renee focuses on strengthening communication and collaboration within the Health Services team so families feel informed, connected and confident in the care their child receives.

Alexandre Bema Koutta

Director of Human Resources

Alexandre Koutta joins Overbrook School for the Blind as Director of Human Resources, bringing more than 15 years of progressive HR leadership experience across nonprofit, education, and global organizations. A strategic and people-centered leader, he is passionate about building workplace cultures where leaders and employees feel valued, supported, and empowered to do their best work in service of a greater mission.

Throughout his career, Alexandre has partnered with executive and operational leaders to strengthen organizational culture, develop talent, improve employee engagement, and build HR strategies that align people with organizational goals. His expertise includes organizational development, employee relations, leadership coaching, talent management, compliance, change management, and workforce planning.

Known for his collaborative leadership style and commitment to building trust, Alexandre believes that exceptional organizations are built by investing in people at every level. He is committed to partnering with leaders, faculty, and staff to foster an inclusive, accountable, and high-performing workplace where employees can thrive, leadership teams are equipped to succeed, and every decision ultimately supports the school's mission of empowering students who are blind or visually impaired to achieve their fullest potential.
